As of the census of 2000, there were 23,230 people, 9,498 households, and 6,145 families residing in the city. The population density was 3,937.5 people per square mile (1,520.2/km²). The racial makeup of the city was 90.87% White, 6.38% African American, 0.17% Native American, 1.21% Asian, 0.01% Pacific Islander, 0.31% from other races, and 1.05% from two or more races. Hispanic or Latino of any race were 1.25% of the population.

There were 9,498 households out of which 31.0% had children under the age of 18 living with them, 53.9% were married couples living together, 9.0% had a female householder with no husband present, and 35.3% were non-families. 30.6% of all households were made up of individuals and 15.4% had someone living alone who was 65 years of age or older. The average household size was 2.39 and the average family size was 3.03.
